ALMM List-II: Every Approved Solar Cell Manufacturer, by Capacity
ALMM List-II at a Glance
The ALMM Order has two lists. List-I names approved solar PV module manufacturers and models. List-II names approved solar PV cell manufacturers and models. MNRE issued the first List-II on July 31, 2025 and has revised it 12 times since. The latest revision is dated October 8, 2026 and added Gopin Semicon of Surat.
Which projects must use List-II cells is covered in our guide to DCR and non-DCR solar panels. This page answers a narrower question: who is on the list, with how much capacity, and in which technology.
The Full List of ALMM List-II Cell Manufacturers
The table shows each enlisted manufacturer's latest capacity in MW a year, as of the 12th revision. Where a unit has two cell technologies, both are shown and added.

Reliance Industries | Gujarat | HJT 1,238 | 1,238 |
Websol Energy System | West Bengal | Mono PERC 1,202 | 1,202 |
Premier Energies International | Telangana | Mono PERC 1,174 | 1,174 |
Fujiyama Power Systems | Uttar Pradesh | Mono PERC 1,077 | 1,077 |
Evervolt Solar Technology | Andhra Pradesh | Mono PERC 1,074 | 1,074 |
Jupiter International | Himachal Pradesh | Mono PERC, two units (339 and 440) | 779 |
Renewsys India | Telangana | TOPCon 552 | 552 |
Gopin Semicon | Gujarat | TOPCon 402 | 402 |
Tata Power Renewable Energy | Karnataka | Mono PERC 280 | 280 |
Total | 37,796 |
Premier, Adani (Mundra) and Jupiter each appear as more than one enlisted company, so the 19 entries are enlisted entities, not 19 unrelated groups. Enlistment is valid for four years from the enlistment date, which for the first list runs to July 30, 2029. FS India's enlistment, made through its List-I status, runs to April 28, 2028.
Capacity by Technology and by State
By technology, using the same table:
- Mono PERC: 17,370 MW, 46%.
- TOPCon: 15,755 MW, 42%.
- HJT: 1,238 MW, 3% (Reliance Industries, first enlisted in April 2026).
- No technology listed: 3,433 MW, 9% (FS India).
By state:
- Gujarat: 12,992 MW, 34%.
- Tamil Nadu: 7,966 MW, 21%.
- Telangana: 4,364 MW, 12%.
- Maharashtra: 3,621 MW, 10%.
- Himachal Pradesh: 3,067 MW, 8%.
- Karnataka: 2,433 MW, 6%.
- West Bengal, Uttar Pradesh, Andhra Pradesh: 1,202, 1,077 and 1,074 MW, about 3% each.
Most recent additions are TOPCon. The 9th to 12th revisions added or expanded TOPCon at Waaree, EMMVEE, Avaada, Jupiter Solartech and Gopin Semicon, which is why TOPCon is now close to PERC.

How to Read the Capacity Numbers
MNRE states the rule on every revision. Unless said otherwise, the capacity shown for a manufacturing unit in a revision is that unit's enlisted capacity from that date, not the sum of its earlier capacity and the new figure. The Premier Energies Photovoltaic line shows it: a Mono PERC capacity of 751 MW became 1,280 MW in the 11th revision, and the unit's separate TOPCon capacity of 1,358 MW stayed in place.
Three consequences follow for anyone adding numbers up:
- Do not add figures across revisions. Use the latest figure for each unit.
- Totals in news reports differ because they come from different revisions. Energetica India reported 26,790 MW after the 4th revision, 31,758 MW after the 8th, 35,467 MW after the 9th and 37,795 MW after the 12th.
- Efficiency and wattage ranges are claimed by the manufacturer, as the MNRE notes state. Enlistment confirms a listed model and facility, not that a unit is running at its full enlisted capacity.
The enlistment is also by model. A manufacturer can be listed for some cell models and not others, so check the cell model, not only the company name.
How Cell Capacity Compares With Module Capacity
List-I, the module list, stood at 228,524 MW after MNRE's September 16, 2026 update, according to Energetica India. List-II's 37,796 MW is about 17% of that.
Read the comparison carefully. Both are annual capacity figures on paper. Not every module made in India needs domestic cells, because the List-II requirement applies to specific project categories. The ratio does show why a module's brand is not enough: the cell inside has to come from a listed unit, and the listed cell base is much smaller than the listed module base.

Where Design Software Fits
A listed module only helps if the right model ends up in the bill of materials. Design software like Reslink flags ALMM status when the module is chosen, so a model that is not listed gets caught at design stage, not at procurement or inspection. The cell inside the module has to come from a List-II unit too, so ask the supplier for the cell maker's name and match it against the table above.

Frequently Asked Questions
Q1. Is there a list of non-DCR solar panels?
No. MNRE publishes lists of what is approved: List-I for module makers and List-II for cell makers. A DCR module is one whose cells come from a List-II unit, and the DCR certificate for each batch is checked on the NISE DCR Verification Portal. Everything else is non-DCR by default. The rules on which projects need DCR modules are in our guide to non-DCR panels.
Q2. Where is the official ALMM List-II?
On MNRE's ALMM page, as one PDF per revision. The 12th revision, dated October 8, 2026, is the latest and carries the full history. The page is mnre.gov.in/en/approved-list-of-models-and-manufacturers-almm/.
Q3. Does a listed manufacturer have the capacity ready to supply?
Not necessarily. Enlisted capacity is the capacity MNRE has approved for the unit. It does not show output, order books or stock. Ask a supplier for the cell model, the enlisted unit and the batch's DCR certificate.
Q4. How long does an ALMM List-II enlistment last?
Four years from the enlistment date. The first-list units run to July 30, 2029, and the 12th-revision enlistment of Gopin Semicon runs from October 8, 2026 to October 7, 2030.
Q5. Is there an equivalent list for wafers?
Not yet. MNRE has said List-III for ingots and wafers applies from June 1, 2028. It is a future list, not a current one.
Final takeaway
ALMM List-II now lists 19 enlisted cell manufacturers and 37,796 MW a year. PERC and TOPCon are close to equal, Gujarat and Tamil Nadu hold more than half, and each new revision resets a unit's capacity instead of adding to it. For a supplier check, use the latest revision, match the cell model and not only the company, and confirm the batch's DCR certificate.
